The second reader you would hire if you had one down the hall.
A certified CBV/EEE who has no stake in your conclusion reads the report the way an opposing expert would, and hands you the findings in writing before anyone else sees it.

Who sends reports here
The same review, arrived at from three different places.
You practise alone
There is no second qualified reader in the building, and the conclusion carries your name alone. A Calculation or Estimate report is examined independently before it reaches your client, and the quality control file is documented for you.
Sole practice
Your reviewers are already booked
Busy season arrives and internal review capacity runs out before the deadlines do. We take files as they come, at a fee set before the work starts, and apply the same five headings to each one so the output is consistent with what your partners expect.
Firm capacity
The report is going to be attacked
An expert report in a contested file is read by someone paid to find its weakest assumption. We read it that way first: where the support is thin, where the narrative and the schedules disagree, and where a number will not survive cross-examination.
Litigation
What you are left holding
A review is not an opinion delivered over the phone. It closes with a written record, and that record is what makes the quality control process a documented one.
